Product quality inspection standards:
(1)Safety standards
1. Plasticizer content test (CNS 15138):
(1)Any shoe that meets the conditions described in CNS 3478 must be tested.
(2)Plasticizer contents must comply with the maximum limit 0.1% (by weight) or below for these 6 plasticizers and their mixtures: Bis(2-ethylhexyl) phthalate, (DEHP), dibutyl phthalate (DBP), benzyl butyl phthalate (BBP), diisononyl phthalate (DINP), diisodecyl phthalate (DIDP), and di-n-octyl phthalate (DNOP).
2. Free formaldehyde content test (CNS 14940):
(1)Any shoe that utilizes textiles or leathers in its shoe surface (as well as inner lining) must be tested.
(2)Free formaldehyde content limits:
A. Below 20 ppm for infants and children.
B. Below 75 ppm for parts in direct contact with adult skin.
C. Below 300 ppm for parts not in direct contact with adult skin.
3. Tests for chromium (VI) contents (ISO 17075):
(1) Any shoe that utilizes leathers on its shoe surface (as well as inner lining) must be tested.
(2) Chromium (VI) content limit: None detected.
4. Heavy metal content test (CNS 4797-2):
(1) Any shoe that utilizes leathers, plastics or synthetic leathers on its shoe surface (as well as inner lining) must be provided with test reports, proofs or declaration for heavy metals effective within 2 years.
(2) Heavy metal content limit (unit: mg/kg): Lead (Pb) 90, cadmium (Cd) 75, chromium (Cr) 60, and mercury (Hg) 60. Note: Leather products are already required to undergo chromium (VI) content tests and hence the chromium content would not be tested again in this item.
5. Azo dye contents test (CNS15204, CNS15205-1, CNS15205-2):
(1) Any shoe that utilizes textiles, leathers, plastics or synthetic leathers on its shoe surface (as well as inner lining) must be provided with test reports, proofs or declaration for azo dyes effective in the last 2 years.
(2) Content limits for specified azo dyes: Below 30 PPM.
A. Leather shoes are subject to CNS 15204 (corresponding to ISO/TS 17234) and shall not utilize any of the azo dyes that contain the 18 types of aromatic amines prescribed in the specifications.
B. Textile shoes are subject to CNS 15205-1 and -2 (corresponding to EN 14362-1 and EN 14362-2) and shall not utilize any of the azo dyes that contain the 20 types of aromatic amines prescribed in the specifications.
(2)Functional standards
1. Bending test of the completed test (bending angle: 60°)
(1)Leather shoes: 42,500 times without damage.
(2) Casual shoes: 51,000 times without damage.
(3) Sandals and slippers: 22,500 times without damage.
(4) Multi-functional sports shoes: 85,000 times without damage.
2. Heel fatigue testing (SATRA TM21):
(1)Leather shoes: Heels of women's shoes (2.5 inch or more): 10,200 times without deformation.
(2)Sandals and slippers: Heels of women's shoes (2.5 inch or more): 10,200 times without deformation.
3. Adhesion test:
CNS 10632-5.2.1 (delamination at the toe box - leather shoes)
CNS 742 (delamination of the entire shoe - leather shoes, sports shoes, casual shoes)
SATRA TM 118 (toe post detachment - sandals and slippers)
SATRA TM 120 (strap detachment - sandals and slippers)
SATRA TM 181 (strap and buckles detachment - sandals and slippers)
SATRA TM 113 (heel detachment - high heel shoes)
SATRA TM 108 (top piece detachment - leather shoes, sandals, and slippers)
(1) Leather shoes:
A. Men's shoes: More than 12.75 kgf.
B. Women's shoes: More than 8.5 kgf.
C. Children's shoes: More than 8.5 kgf.。
D. Heels detachment: More than 51 kgf.
(2) Casual shoes:
A. Men's shoes: More than 15.3 kgf.
B. Women's shoes: More than 11.05 kgf.
(3) Sandals and slippers:
A. Straps and buckles: More than 21.25 kgf.
B. Strap detachment: More than 21.25 kgf
C. Heels detachment: More than 51 kgf.
D. Top piece detachment: More than 3.4 kgf.
(4) Multi-functional sports shoes:
A. Complete delamination: More than 12.75 kgf.
B. Welt delamination: More than 2.72 kgf/cm.
C. Strip delamination: More than 1.7 kgf/cm.
4. Sole durability test (Required standard: ISO/TR 20880-2007; test method: ISO20871-2001):
(1)Leather shoes:
A. Gentleman's shoes: Density ≧0.9 g/cm3, required standard ≦350 mm3; Density<0.9 g/cm3, required standard ≦200mg.
B. Lady's shoes: Density≧0.9g/cm3, required standard≦400mm3; Density<0.9g/cm3, required standard≦250mg.
C. Children's shoes: (Density≧0.9 g/cm3, required standard≦400 mm3; Density<0.9 g/cm3, required standard≦250 mg)
(2) Casual shoes: Density≧0.9 g/cm3, required standard≦250 mm3; Density<0.9 g/cm3, required standard≦170 mg.
(3) Sandals and slippers (including indoor shoes): Density≧0.9 g/cm3, required standard≦450 mm3; Density<0.9 g/cm3, required standard≦300 mg.
(4) Multi-functional sports shoes: Density≧0.9 g/cm3, required standard≦200 mm3; Density<0.9g/cm3, required standard≦150mg.
(3) Product labeling inspection standards: Products applying for certification must comply with the regulations prescribed in the Commodity Labeling Act - Labeling Criteria for Shoes.
