Access Standards

023-Wooden & Bamboo

1. Products and items that may be certified:

(1) Construction material, paneling, chair rail, baseboards, and other related products.

(2) Preservation and processing of wood and bamboo materials (for resistance against wood-destroying insects, decomposition, and fires).

(3) Heat processing materials.

(4) Wood-constructed fire doors.

(5) Wooden doors, wooden windows, wooden and bamboo blinds, wooden and bamboo louvers, safety grill doors, and wooden containers.

(6) Plywood (general plywood, special plywood, and processed plywood for increased insect-resistance, rot-resistance, and flame-resistance).

(7) Laminated veneer lumber (LVL) and structural LVL.

(8) Structural and installation use laminated lumber.

(9) Wooden flooring (strip, block and embedded flooring, and composite wooden flooring).

(10) Particle board (including recycled particle board).

(11) Fiber board and other related products.

(12) Other wood and bamboo products Note 1: Any industry belonging to classes 1401 to 1404 in the 8th revision to the ROC Standard Industrial Classification such as wooden clothing cabinets, wooden sculptures, wooden kitchen utensils, wooden picture frames, and wooden spectacle frames are included.

Note 1: Other wooden or bamboo products do not include the manufacturing of the following:

1. Mats produced using woven materials. These products shall belong to class 1151, manufacture of made-up textile articles.

2. Wooden shoes. These products belong to class 1302, manufacture of footwear.

3. Luggage. These products belong to class 1303, manufacture of luggage and handbags.

4. Matches. These products belong to class 1990, manufacture of other chemical products.

5. Furniture. These products belong to the appropriate categories in division 32, manufacture of furniture.

6. Wooden toys. These products belong to class 3312, manufacture of toys.

7. Brushes, brooms, and coffins shall belong to class 3399, other manufacturing not elsewhere classified.

Special requirements to qualify the product as Made in Taiwan (MIT)

(1) Construction material, paneling, chair rail, baseboards, and other related products: Every step taken to manufacture the product from log sawing or board sawing, multi blade sawing or processing, drying, planing, trimming, to classification (visual and mechanical classification) has been completed in Taiwan.

(2) Preservation and processing of wood and bamboo materials:

1. Wood and bamboo material processing for insect resistance and rot resistance: Every step taken to manufacture the product from drying of the material to within 30% water content (those treated with boron compounds may have a water content of the raw material) as well as pressure injection addition of environmentally friendly insect repellents and rot resisting agents according to the standard CNS 3000 has been completed in Taiwan.

2. Wood and bamboo material processing for fire resistance: Every step taken to manufacture the product from drying of the material to within 30% water content as well as pressure injection addition of flame retardants according to the standard CNS 3000 has been completed in Taiwan.

(3) Heat-treated materials: Every heat chamber treatment processing of wooden and bamboo products was completed in Taiwan.

(4) Wooden fire doors: Every step taken to manufacture products from raw material processing, flame-resistance treatment, selection, assembly, to finishing such that the said products pass the tests prescribed in CNS 11227 for fire resistant doors have been completed in Taiwan.

(5) Wooden doors, wooden windows, wooden and bamboo blinds, wooden and bamboo louvers, safety grill doors, and wooden containers: Every manufacturing step after the import of semi-finished products from processing to assembly (including polishing, sanding, or coating) has been completed in Taiwan.

(6) Plywood:

  1. General plywood (includes plain plywood and lumber core board): Every manufacturing step from veneer application, adjusting, glue application, cold pressing, hot pressing, trimming, to polishing has been completed in Taiwan.

  2. Specialized plywood:

   (1) Wooden veneer overlay (decorative plywood): Every manufacturing step from processing of the decorative veneer, base selection, glue application, cold pressing, hot pressing, cutting, and polishing has been completed in Taiwan.

   (2) The entire process of applying the PVC coating shall be completed in Taiwan.

   (3) Unsaturated PE coated plywood: The entire process of thin film coating method or dispensing coating has been completed in Taiwan.

   (4) The entire processes of sticker application and printing have been completed in Taiwan.

   (5) The entire process of immersing paper laminated plywood in melamine resin has been completed in Taiwan.

  3. Plywood treated for insect resistance, rot resistance, and flame resistance: For general plywood or specialized plywood that have been labeled as insect resistant, rot resistant, or fire resistant, the relevant processing must be completed in Taiwan.

(7) Laminated veneer lumber (LVL) and structural LVL: Veneer assembly and adjustment, glue application, cold pressing, hot pressing, trimming, and polishing have been completed in Taiwan. (products that have been labeled as insect resistant, rot resistant, or fire resistant, the relevant processing must be completed in Taiwan.

(8) Structural or interior design materials: Laminate processing, assembly, drying, edge joining, sanding, coating, cold pressing, hot pressing, trimming, and polishing have been completed in Taiwan.

(9) Wood flooring:

  1. Flooring strips: Wood and bamboo material production, drying, tongue and groove joint processing, sanding, trimming, and coating have been completed in Taiwan.

  2. Block and embedded flooring: Wood and bamboo material production, drying, trimming, sanding, coating, and assembling have been completed in Taiwan.

  3. Compound wood flooring: Processing of surface materials (wood and bamboo), drying, base selection, glue application (or adding of the insect repellent), surface lamination and processing, cold pressing, hot pressing, trimming, tongue and groove joint processing, sanding, and coating have been completed in Taiwan.

For products that have been labeled as insect resistant, rot resistant, or fire resistant, the relevant processing must be completed in Taiwan.

(10) Particle board:

  1. General particle board: Particle raw material processing, chipping, drying, resin application, forming, hot pressing, trimming, and sanding must be completed in Taiwan.

  2. Recycled particle board (including wooden composites): Recycling of wood particles, processing of raw materials, chipping, drying, glue application, forming, hot pressing, trimming, and sanding must be completed in Taiwan.

  3. Cosmetic particle board: Laminate processing, drying, glue application on the base, cold pressing, hot pressing, trimming, and polishing must be completed in Taiwan.

(11) Fiberboard: Laminate processing, drying, base selection, glue application, cold pressing, hot pressing, trimming, and polishing must be completed in Taiwan.

(12) Other wood and bamboo products: All major manufacturing processes must be completed in Taiwan.

3. Product quality inspection standards:

(1) Safety standards

1. Applicant must attach evidentiary documentation that proves the manufacturing facility has not been subject to environment protection penalties in the past one (1) year.

2. Wood and bamboo products must satisfy CNS F2 standards on the maximum amount of formaldehyde released (average value below 0.5 mg/L, and a maximum of up to 0.7 mg/L).

(2)Functional standards

Quality and testing methods of various wood and bamboo products must satisfy various rules and CNS shown in Form 1 Assessment Standards Form for Wood and Bamboo Product Quality and Performance.

1. Functional evidentiary documentation issued by the government certified within the effective period.

2. Attached product function test reports specified by the CNS and issued together with the mark.

3. Reports indicating compliance to CNS issued by institutions accredited by the central government or Taiwan Accreditation Foundation (TAF).

4. Test reports issued by testing institution accredited by this Task Force for special test items that may be certified or have been certified by the aforementioned institutions (agencies).

(3) Product labeling inspection standards: Products applying for certification must comply with the regulations prescribed in Commodity Labeling Act - Labeling Criteria for Commodities.

4. Product category identification principles:

For companies applying for the certification of wood and bamboo products of different styles but of the same series may be tested as a single product. However, a list of styles and photographs of products of different styles within the same series must be provided as reference for product identification.

5. Quantity of samples to be provided:

Applicants applying for product certification or extended certification shall provide 1 set of sample at their own expense for quality testing purposes.
